Absence of financial supervision of village-level democracy

Recently, the author in-depth part of the towns, and villages on the strengthening of village-level democracy-building services standardization of special investigations, in the research, I found part of the village-level democratic financial management team, saying the village did not play its due role in financial oversight.

There are three main reasons: First, sense of responsibility is not strong. Part of the village-level democratic financial management team there, "good old" thinking, for some accounts can not be strict control, firmly say "no", but rather have the "Hello, I am a good all good" attitude toward oversight. Second, the overall quality is not high, lack the necessary expertise. Village-level prevalence of democratic financial management team members, "old Mr. a low", namely: the old village, mainly dry, old members, old villagers mainly basic in over 60 years of age, while the basic educational level lower than middle school, to financial supervision and management lacks the necessary expertise. Third, enthusiasm for work is not high. As the financial management team members work without pay, leading some members of the enthusiasm for work is not high, and some to reduce the trouble, or even directly to the financial management group s self-management by the village cadres.

As the performance of their duties and supervision of financial groups are not in place, resulting in the strengthening of village-level democratic party members and the masses of the views of a larger transaction management, complained a lot. Party committees at all levels, the Government must attach great importance to the ranks of village-level democratic financial management team, and take effective measures to improve the overall quality of financial management team members to enhance awareness of democracy and rule of law, supervision, effectively to play an important group of village-level financial supervisory role. Only in this way can also cadres an innocence to the masses one to understand.
