According to "China Customs Law," "Regulations for the Implementation of Customs Administrative Punishment" and "China Customs registration of customs regulations unit" (Department Order No. 127) and other relevant laws, regulations, customs regulations, Kunming Customs formulated the "Kunming Customs declaration units registered on the management board rules for the operation," and in 2008 was amended on the matter are announced as follows:

First, its cross-customs declaration enterprises registered branch changes to the content

And cross-customs declaration enterprises registered branch content (the name of the enterprise and its subsidiaries, registered capital, the legal representative (responsible person) must first change the declaration enterprises registered for administrative license change) is changed, should be Customs registration of the following materials:

(A) The required changes to the content of the written application;

(B) after the change of the "international freight forwarding companies filing Form" (companies do not provide professional customs);

(C) after the change of the "business license" copy of the original;

(D) after the change of the tax "tax registration certificate," a copy;

(E) after the change of the "Organization Code Certificate" copy;

(F) after the change of the enterprise "constitution" copy;

(G) "declaration units registered seal impression of the record table" (limited to business name change or change the legal representative of enterprises);

(H) "declaration unit of Registration Form";

(I) "customs unit managers Registration Form" (limited to changes in legal entity, or person in charge of customs business of providing financial charge);

(J) Customs copy of the written decision of administrative licensing changes (changes limited to the name of the enterprise and its subsidiaries, registered capital, the legal representative (responsible person) to provide the content);

(K) "China Customs import and export goods consignor declaration registration certificate" original.

To obtain cross-customs declaration branch registration license branches registered enterprises to apply for the relevant changes to the Customs, the Customs should also be registered to provide the following materials:

(A) copy of business license branches;

(B) enterprises owned declaration "PRC Customs declaration enterprise registration certificate" copy.

Second, for the branch cross-customs declaration enterprise certifying materials

Kunming Customs District declaration enterprises to set up branches outside the Customs Area Customs original application issue a certificate of registration materials, and shall meet the following conditions:

(A) to obtain the customs declaration issued by companies from the "PRC Customs business registration certificate" from the date of two years;

(B) the customs business from the last two years from the date of application is not received penalties for smuggling;

(C) Each application for a declaration enterprise branch cross-customs registration permit, should increase the registered capital of 500,000 yuan.

Meet the above conditions, the declaration enterprises, require the Department issue a certificate of registration materials, should provide the following documents:

(A) require proof of evidence of the application;

(B) the "PRC Customs declaration enterprise registration certificate" copy;

(C) increasing the registered capital of the evidence (such as verification reports, etc.);

(D) of the Customs and other information that should be submitted.

Third, the declaration enterprises to apply for cancellation of registration administrative license

Customs business application for cancellation of registration administrative license, the Customs shall provide the following documents to registration information:

(A) the cancellation of application;

(B) the "PRC Customs declaration enterprise registration certificate" original;

(C) the respective customs declaration "customs declaration card" original.

Application for cancellation of registration of customs administrative licensing business, there have not gone through the customs service, gone through the relevant procedures as soon as possible.

Fourth, changes in import and export goods, the consignee or consignor registration information

Consignee or consignor of goods for import and export business name, business address, legal representative (responsible persons), registered capital, total investment, business license number, taxpayer identification number, organization code, import and export enterprise code, investors and other information occurred change, the application for registration information change procedures, customs registration shall submit the following documents:

(A) Changes required to export the consignor or consignee a written application;

(B) the non-foreign-invested enterprises after the change of the "foreign trade operator registration forms," ​​the copy; after the change of foreign-invested enterprises "PRC foreign investment enterprise approval certificate" or "Taiwan, Hong Kong People's Republic of overseas investment Approval Certificate "copy 2 of the original;

(C) providing business enterprises with foreign investment department of the relevant contents of the file copy of the approved changes, non-foreign-invested enterprises on the business related to the higher authorities for approval to change the contents of the file copy or a copy of the resolution of corporate boards;

(E) after the change of the tax "tax registration certificate," a copy;

(H) "declaration units registered seal impression of the record table" (limited to business name change or change the legal representative of enterprises);

(I) "customs unit of Registration Form";

(J) "declaration unit managers Registration Form" (limited to changes in legal, business leader or the declaration of financial responsible person to provide);

(K) "China Customs import and export goods consignor declaration registration certificate" original.

Consignee or consignor of export goods customs registration code change should be within 3 months gone through the original company registered under the relevant customs codes; the registered customs declaration, customs declaration should be encoded in the original registration under the cancellation, then registered under the new registration code.

Fifth, consignee or consignor of export goods off

Application for cancellation of the consignor or consignee of import and export goods, the Customs shall provide the following registration documents:

(A) the cancellation of application;

(B) "China Customs import and export goods consignor declaration registration certificate" original;

(C) the respective declarants' customs declaration card "original (non-registered customs declaration need not be submitted).
