Provinces, autonomous regions and municipalities directly under the Central Government, separately planning cities and Xinjiang Production and Construction Corps, the Propaganda Department of the Agency for Cultural Affairs (Bureau), Bureau of Radio and Television, Press and Publication Administration, the unit:
17 Sixth Plenary Session and the countries implementing the "second five" cultural reform and development plan, the Commerce Department, the Central Propaganda Department, the Department of State, Ministry of Finance, the Ministry of Culture, the General Administration of Customs, State Administration of Taxation, Administration of Radio, Press and Publication Department, the Information Office of the common amendments issued the Catalogue for the Guidance on "cultural goods and services exports (Ministry of Commerce Announcement No. 3 of 2012, hereinafter referred to as the" Catalogue for the Guidance "). Under the "Catalogue for the Guidance, the Commerce Department, the Central Propaganda Department, the Ministry of Culture, SARFT and Press and Publication Administration Organization finds that the 2011-2012 national cultural exports to key enterprises and key projects. Related matters are hereby notified as follows:

Around the Propaganda Department, the Agency for Cultural Affairs (Bureau), the enterprises and projects of the Bureau of Radio and Television, Press and Publication Bureau in charge of operational guidance to the above departments to submit application materials by the above departments responsible for the trial; around the enterprises and projects submitted to the commerce department application materials, the first instance by the competent commerce department is responsible. The Central Propaganda Department, the Ministry of Culture, SARFT, GAPP director or operational guidance directly under the central government enterprises and projects to the above departments to submit the application materials, the other directly under the central business and project application materials submitted to the Ministry of Commerce.
Second, the auditing standards of the key enterprises with reference to the "Catalogue for the Guidance of the key enterprises in implementation of standards. Range of key projects include: public service platform of cultural exports; overseas investment and cooperation projects in the cultural industry; selected countries, the World Intangible Cultural Heritage List and the export of cultural projects; representative of the project.
Third, the Commerce Department, the Central Propaganda Department, the Ministry of Culture, SARFT and the Press and Publication General Administration will conduct a joint review of the enterprises and projects of the first instance, finds that the 2011-2012 national cultural exports of key enterprises and key projects, and issued 2011 -2012 annual national cultural exports of key business directory and 2011-2012 key projects of national cultural export directory.

Declaration of key enterprises, please fill out the "2011-2012 National Culture and Export Enterprise Application Recognition Form" (Annex 1), the declaration of key projects, please fill out the 2011-2012 national cultural exports of key projects to apply for the Confirmation Form "(Annex 2), and provide related materials. The declaration of material requirements is true and accurate, concise and brief, the above material will also serve as an important basis to apply for 2012 annual cultural export support funds.
, Please fill in the 2011-2012 annual reporting and preliminary examination of the key enterprises and key projects of national cultural export summary table (Annex 3) according to the declarations. Around the Propaganda Department, the Agency for Cultural Affairs (Bureau), Bureau of Radio and Television, Press and Publication Bureau, April 30, 2012 the department application materials and summary sent to the local competent commercial departments; local competent commercial administrations May 2012 on the 10th local complete application materials and summary tables and reports to the Commerce Department.
