August 9, the ARATS and the Straits Exchange Foundation, signed in Taipei on cross-strait investment protection and promotion of the Agreement (hereinafter referred to as the "Insurance Agreement"). Shen Danyang, a spokesman for the Ministry of Commerce has issued a statement pointed out that the "insuring agreement" is the "Cross-Strait Economic Cooperation Framework Agreement" (hereinafter referred to as the "Framework Agreement") after the commencement of the first one to complete the talks and the successful conclusion of the follow-up protocol, fully embodies the cross-strait characteristics, institutional arrangements for one to conform to the peaceful development of cross-strait relations.

Said Shen Danyang, "insuring agreement" signed to protect the cross-strait interests of investors, and gradually reduce the investment restrictions, to create a fair investment environment, promote two-way investment between the two sides to promote cross-strait economic prosperity.

Shen Danyang, pointed out that the "insuring agreement" was signed, cooperation in the past and the important role of institutionalized cross-strait economic and trade fields. The two sides will further accordance with the provisions of the "Framework Agreement" to accelerate the subsequent negotiations of the agreement of trade in services, trade in goods, dispute settlement process, constantly enrich and strengthen cross-strait institutionalized arrangements connotation.
