Fujian introduced 15 measures to encourage private capital to enter the field of public service
Fuzhou, Xinhua, August 9 (Reporter Hu Shanan) reporter from the Fujian Provincial Price Bureau was informed a few days ago, it introduced the 15 specific measures to encourage and guide private investment into the protection of housing construction and other public services.
According to reports, the construction of affordable housing, the price department of Fujian Province will continue to implement preferential policies for price fee, and reasonable development of affordable housing rental and sales prices; construction, operation and management of public rental housing rents standards allowed to float 10% of private enterprises to invest to encourage and guide private capital to participate in the construction of affordable housing.
Private capital to participate in the construction and operation of urban water supply, drainage and sewage treatment and supply facilities, and equal treatment with state-owned capital, foreign investment, the price level is to develop the principle of compensation costs and a reasonable return.
Implementation of the charges of private pension services price support policies. Private for-profit pension agency charges under the condition of facilities, services and projects by the autonomy to design and implement regulated by the market. Standards set upper and lower limits, in accordance with the minimum standards to receive the fees of the private pension institutions. Private pension institutions the price of water, electricity, gas and residential customers the same price (institutional and commercial catering service project execution according to the classification provisions); pollutant emissions standards shall be exempt from sewage charges, reduction of trash.
Perform special railway tariff policy. Participation of private capital investment and construction in Fujian railway passenger and freight transport of special tariffs, in accordance to meet the normal operational needs and reasonable return, taking full account of the principles of social affordability.
Active use of price regulation fund to support private capital engaged in agricultural production, circulation. To take interest payments on loans, insurance premium subsidies, guarantees, subsidies or direct aid to support private capital to invest in line with the Government to encourage agricultural production, processing, logistics, wholesale, retail and other policy areas.
In addition, the price department of Fujian Province are still waste incineration power generation, private medical institutions, water conservancy construction, play the price functions and roles, to optimize the private investment environment, encourage and guide private investment in health development.
